FreeBMD confirms what you already know, William Frost born June 1880 in the Longtown Reg. District (volume 10b page 482).
I don't have full access to the 1901 census on Findmypast but it does show him in the Longtown District aged 20 and born in 1881.

cheers have now got him on 1901,still struggling to find his parents as he always living with his aunty and uncle from the age of 9 months
