You don't say where Thornaby is, and having g**gled it I have found 2, so not sure where to send you, but I would be inclined to contact the Archive local to Thornaby, or even the main Library in the area (Local history dept, or old maps dept) and try asking both places, I am sure you will get results.

If you mean Thornaby cemetery in Teesside , then it's managed by Stockton borough council.
Their bereavement services dept can be reached on:
01642 527341 or 01642 527342 , and i'm pretty dure they send you out a copy of a cemetery plan.
