Clearly from later census Albert believed he was born in Margate but the entry found by keyboard86 indicates he was actually born in Middlesex. As you've no doubt found, there is no birth listed for him.
Now I'm just going to add to the confusion of his origins.
Albert Champneys enlisted 14/3/1883 with the Connaught Rangers - shown as born Margate, Kent and aged 19years 10months. Height 5'7.3/8", weight 119 lbs., chest 33 ins., fresh complexion, blue eyes, auburn hair, Regligion Church of England. His occupation then was Tailor, and that he had served 3 years with Mr. Dunnett, Seymour St, London. (He is in fact with him in 1881).
According to the service record he was discharged 13/5/1895 but had only served at 'Home' not overseas. Indeed, his 1891 Census entry wouldn't indicate at all that he was in fact a serviceman at that time.
His next of kin is listed and I thought this would lead somewhere but it only adds to the confusion - his n.o.k. is listed as 'Grandmother, Mary Hidson, 5 Little Exmouth St., Hampstead, London (it's actually St. Pancras).
Mary Hidson and her husband Thomas/children lived at 5 Little Exmouth Street from at least 1881 through to 1911. However, Mary Hidson was bc.1835 so not quite sure how she could be his grandmother with just 30 years between them!
From 1871 Census onwards Mary's birthplace is given as Chelmsford, Essex.
The only marriage I can find is a Thomas Edward Hidson to Mary Young, dau. of Charles Young, Upholster, on 3/1/1858 Marylebone. Witnesses were William David Campion and Sarah Jarman.
1871 ref. for the Hidson's is RG10 - 211 - 81 - 80.
I can't find a Charles Young, Upholsterer who's old enough, nor a Mary Young bc.1835 Chelmsford so this just adds to the confusion.
