Why can't I respond?

Hi there.  :)

Can anyone explain why I can't respond to a thread? I don't seem to be getting the usual options to reply to this thread:

It was in the 'Totally Off Topic Bit' so I assumed I would be able to respond? What am I doing wrong?

It's been locked by a moderator, that's why you can't respond - you aren't doing anything wrong.
All Census Look Ups Are Crown Copyright from www.nationalarchives.gov.uk
