Wards of State in Victoria

I was wondering if anyone could send me in the right direction to find out more information about Wards of State in Victoria circa 1880. I am trying to find out more information of John Tabey and Robert Tabey, I suspect the surname should be Tebay. Any suggestions appreciated

Yes, those are the boys.
I know of both their marriages but only just became aware they did not grow up with their mother.
John Richard Tebay died in South Africa but we have never been able to establish a death for Robert.
If they were Wards of State, I would love to be able to find out why.

You can view their  records at the Public Records Office at North Melbourne.
The records usually have detailed info on when and why children were made Wards of the State.
