The 1888 Dallas city directory has William Chard living in the home of William Harris.

Do you have a middle initial for William Harris?

There are Texas death records on www.familysearch.org, so you can try checking there.  I didn't see anything, but maybe the spelling was wrong.

It looks like the early years of Texas death certificates are spotty.  https://www.familysearch.org/learn/wiki/en/Texas_Death_Records,_1890-1976_(FamilySearch_Historical_Records)

I found some entries in the Dallas city directories that might pertain to this family.

1889 & 1891
Harris, Fannie (wid. Wm.) home Wm. H. Harris

1894
Harris, Fannie S. (wid. Wm.) home W. H. Garretson (this was the name of Carrie/Caroline's husband)

1897 & 1898
Harris, Frances S. (wid. Wm.) home 533 San Jacinto (this is the same street that Frances was living on in the 1900 Census )
