Bearing in mind the chap's dates (born 1857) I think we might be talking about the Lancs Fus pre-1881 designation, the 20th Regt. But that's just my interpretation.

Where was he born?

I think you may have been given the information about the 'XX' meaning elsewhere!

The Census records for John Palmer Hill b 1857 Rippingale show that from 1871 to 1891 he was with his Grandparents (Palmers) at Rippengale. 1901 he was in Rippengale with his family at Water Lane. 1911 he was a patient at The General or Mineral Water Hospital Bath. He died in 1937.Cant see where he would fit in any Military Service.
There is a record for a John Hill serving in China 1900 for the 20th Hussars who`s cap badge is xHx surmounted by a crown

That's not an insurmountable problem going just by the census. Those census returns are only every 10 years, leaves plenty of time in between to have served.

You're right, that inscription must be on the gravestone for a reason. There must be a grain of truth in it somewhere so keep looking.
