I’ve just rechecked online and this is, amazingly, the only listing in 1871 for a Charles and a James birth place of Beds. Also rechecked the place and it definitely looks like Carcut. The fathers profession is curious because on the previous census and the marr cert I’ve got he’s listed as a labourer and the James I’m after consistently lists his trade as horse dealer/trader/slaughterer. I've yet to make a definite connection with the travelling community.
I do have an immigration record in 1892 in Belgium for what appears to be brothers Charles (b 1856) and James Savey called Henry (b 1860 Biggleswade) which would tie in with both the 1861 and 1871 census.
