Devonian in Ireland?

My grandfather James Richard Fewings was born in Torquay 1870. I can identify him on the 1881 census in Paignton and after that date know the family moved back to Plymouth. The mystery lies in the fact I cannot find him on the 1891 census aged 21. The next information that I have is his marriage in Dublin 1899. He then came to England circa 1904. Can anyone suggest why or what he would have moved to Dublin for?

 Any chance he was in the army?
My ggrfather born in london was also married in Dublin in 1899, he was stationed in Dublin with the Bedfordshire regt at the time, and was in India when the 91 census was taken. If you have an address for Dublin you could check the 1901 census and that might give you a clue, although my ggf was posted to South Africa from Dublin in Dec 1899 and was there until 1902.

No I hadn't thought of the army but maybe the merchant navy as he lived in Plymouth. The impression I get though is that he settled in Dublin for a few years and I can't understand why. He gives his occupation on his marriage certificate as labourer so I am presuming (once again) that it would be in the docks.  Thanks for the idea though I will try and follow it through.
