Do you have the original of this photo?  If so, is there any chance you can rescan it at 300ppi and reduce the file to just below 500kb.

The photo you've attached is a tiny file and is heavily pixelated (blocky/blurred appearance).

I've had a quick go, just in case you don't have the original.

GUIDE FOR PHOTO RESTORATIONS PLEASE MAKE SURE YOUR SCANNER BED IS CLEAN AND SCAN AT A RESOLUTION OF 300-600 WITH THE SCALE AT 100% MINIMUM.

If you would like a coloured version, details such as hair colour , eyes and clothing etc.  if known  would be helpful to restorers
