What about Whalley, was there an army establishment there at the time of his birth?

Are there any clues on his marriage ie. names of witnesses which may help?  Was he an army man himself?

I see that his birthplace is unhelpfully N.K. (not known) per 1851, when he's an ag lab: HO107/1712/158/8.

Is he the George Windle who died aged 76 in Wandsworth, Dec qtr 1867?

Could be Warley Barracks. It was just a camp to start with http://historyofstratford.co.uk/GreatWarley/GreatWarley.shtml
