Understanding valuation rolls

Hello All,
I have recently viewed the latest VR for 1905. What I don't understand is why on one page my relative appears as a tennant and on another page (Same address) he appears as a proprieter?

Can anyone explain this to me in plain simple English or Scottish language!!!
McLean, Buchan, Bruce, Buchanhaven, Peterhead and Scotland.

Is this a tenement with several flats? If it is agricultural land, the area might have the same name, but be divided between different proprietors. He could own one piece and rent an adjacent plot from another proprietor. Is he the occupier of both places?

He could have owned one place, but rented out further properties - the valuation rolls generally list the name of the head tenant only, so if he had multiple leases he would appear multiple times.
