Does anyone know where, and how, cencus records and records of Births,deaths and marriages from Penang and Singapore from about 1880-1942 can be accessed?

How to get a certificate for a birth, marriage or death in India and related countries...

For India and related countries i.e. Aden, Burma, China (Macao and Whampoa), Kuwait, Pakistan, St Helena, Straits Settlements (Penang, Singapore, Malacca) and Sumatra see Oriental and India Office Collections (http://www.bl.uk/collections/orientaloffice.html).
Southern or Southan [Hereford , Monmouthshire & Glos], Jenkins, Meredith and Morgan [Monmouthshire and Glos.], Murrill, Damary, Damry, Ray, Lawrence [all Middx. & London], Nethway from Kenn or Yatton. Also Riley and Lyons in South Africa and Riley from St. Helena.

Was this for an army family?  If these are british subjects, then I think there are some records of overseas b, m, and deaths in the UK, particularly for forces personnel and their families.
