Arctic Convoys Question

My great Uncle Walter John 'Jack' Penn (b. Watton at Stone, Hertfordshire 1920 -1998) was part of the Arctic Convoys. I don't know if he was in the Navy or a Merchant Seaman.

In the National Archives there is a record of a report written in 1944 by a Lt Penn about Archangel http://discovery.nationalarchives.gov.uk/SearchUI/Details?uri=C4848882.

Does anyone have any ideas or info or links that might help my search?
