Kellet - missing from 1911 census

Hello, how likely is it that a family would be missing from the 1911 census? I have Ancestry and FindMyPast neither of which have my family listed. The mother Annie Kellet 1868-1914, nee Ford, is in the workhouse hospital in Horton, listed as lunatic. I know that 3 of the children were living with their father, Edward Kellett 1868-1915 (my Grandmother Mary Kellett 1902-1969 and the other 2 children Clara 1898-1934 and Richard 1906-1986) as my aunt gave me this information.
I know Edward must have been under a lot of strain with no wife and 3 children to look after, so maybe he didn't fill in the form, is that very likely?
There is another child, Ellen 1894 - 1970 but she is living with an Aunt.
Russell, Boatmen from Northamptonshire, settled in Buckinghamshire and North London.
Garbutt, originally from North Yorks, settled in Durham
Mulvey from Ireland then Scotland then London.
Pollard, Bowling, Bradford
Pembleton/Pendleton orig from Notts but settled in Durham, Twizel ect.
Elliott, from Leadgate married Pembleton.
Ford, from Westport, County Mayo, Ireland.

Anything is possible, I imagine he could have been in trouble for not completing his form.

Are they all born in Bradford?

It's probably more likely that it's been mistranscribed.

Or if dad and the other kids were in an institution,they may only be listed by their initials.

Thanks Miliepede, yes they were all born in Bradford.
I have tried various ways of spelling the surname, even looked at address searches but must admit I have not looked at Edward and the 3 children being in an institution, although I'm sure my Grandma would have said but its worth a try, thanks Carole8353

The family were in Moody Road in 1901, but despite trawling thru the street in 1911, no joy.

Given the poor mother was in an asylum, I wonder (despite your comments) if they moved on/split up and altho perhaps together in 1911, not shown with a parent/child relationship somewhere - AND totally mistranscribed?

I kind of suspect too that children would have been dispersed  :(

Thank you, Just looked at Annie Kelletts death cert from 1914, although she died in the workhouse hospital it also gives her usual address as 99 Fairfax Street, Bowling Bradford, I tried an adress search on FindMyPast but there isn't a number 99 on there. Back to the drawing board then.
