Croydon travellers

My great uncle Noah Gardiner/Gardner was born in a tent on mitcham common in 1894 and then the whole family were registered in 'gypsies tents' in Chelsham in the 1901 census. His sister was then in the same year born in a house in Croydon.
I am trying to establish if they were actually gypsies/travellers and from one of the big families or just poor and forced into tents.
Any help would be great

Can't hep with your specific query, other than to say that traveller families were moving into houses as times changed.
