From my research into the Minutes of the Council of Pembroke Borough 1678 to 1763 I note
A Rate of £7 = 19 = 04 made the seaventeenth day of July 1677 charged on this Towne and Liberties of Pembroke by virtue of an Actt of parliament for the building of thirty ships of Warr for his Majtes use
