Driver's licence 1911 - records ?

My grandmother's brother is listed in 1911 census as a "motor driver in private service" i.e. a chauffeur.  My understanding is that there was no actual driving test but you had to get a licence to drive from local council.  Does anyone know if any records were kept of these ?  He lived in Mayfair in North Row, where everyone else seems to be a coachman/groom with a couple of other chauffeurs (there seem to be lots of missing house numbers which perhaps would suggest stables and garages).

If the link doesn't work, google 'lma catalogue' and in the search box type 'drivers licence' and look for LCC/PC/VR
