Medal Index Card - No mention of 1914 star?

Hope you can help
We have several men listed on our village war memorial as having served and survived WW1 and we have found their medal index cards - we know from other records they disembarked in France in Sep 1914 but their card says they only have the victory and british medals and there is no mention of a 1914 star? Is this an ommission or were they not entitled?

A lot of lads had two cards....try searching with just an initial and surname or service number on the discovery website
