Arthur George Scotter - where did he go after 1891?

Arthur George Scotter was registered in 1867, born in Clapton, London, son of George Scotter (1841 - 1879) and Sarah Ann Burr (1843 - 1907).

He is with one or both of his parents up to the 1891 census in Hackney, London working as a Railway Clerk but after that he just seems to disappear.  He goes off the London electoral rolls in 1891.

One of his siblings - Herbert Edwin - has connections with South America (Argentina), so its possible he could have ended up there but all my searches have come up blank.

 Could this  be   Arthur ,  ?   he's  down  as a clerk ( or  is this Herbert )

I wonder if it is him going to Buenos Aires if he did this could this be his son?

The "Mr Scotter" who sailed for Buenos Aires on the Orcana in 1898 had a child Winifred Scotter with him.

Looking that Royal Artillery record, some of the writing is indistinct but it appears to show an address for his father at 17 Alexandra Road, Balby.
