If a soldier's medals could not be delivered for any reason they were returned to the Medal Office, kept for ten years and then recycled. Replacement medals and clasps could be supplied later, but for WW1 medals this stopped about 30-40 years ago.

You can buy copy medals, but I recommend buying miniature medals made at the time. A standard set of three WW1 medals can be bought on Ebay for 40-50 GBP. They have started to go up, so may go higher. Or wait 4-5 years until the fuss dies down and they come down again.
