It is probably not exactly "in the public domain" because as stated on every Rootschat page "Census information is Crown Copyright", but it is accepted that a census record can be reproduced for research purposes.
What you do not get on that FamilySearch entry, is the family relationship between the person and the rest of the household. That is only available on paying sites. (Unlike for 1871 and 1881, where FS lists the household members.)
What I understand Rootschat policy says, is that members are not allowed to ask other members with subscriptions to do lookups, as that goes beyond what is allowed in the contract the member with the subscription has accepted. Of course no-one has ever gone to court for this so whether this fear is justified is unprovable, but Rootschat owns the site and is entitled to lay down rules on use of the site.
Sometimes you see someone saying "1911 lookups are not allowed for copyright reasons". That's just plain wrong as the copyright is the same for each census.
