CC as an occupation?

Can anyone tell me what they believe CC means when given as an occupation.

I am looking at a William Gowanlock born 1804 Scotland in the 1861 census for Chorlton, Manchester and he is described as CC. If I scroll through the nearby pages there are many such entries often with other words like CC Shipping Warehouse, CC Stamp Office, CC at Tax Office etc.
He was previously a spirit merchant or agent.
