Naval Records - decipher efficiency please!

Having received a set of Naval Records, there is just one part I am having trouble with!

Next to "Character" is a column marked "Efficiency".
I can see his character was "VG" for Very Good.
But what does an efficiency of "W/T" mean?
Garrad (Suffolk, Essex, Somerset), Crocker (Somerset), Vanstone (Devon, Jersey), Sims (Wiltshire), Bridger (Kent)

I think it is actually U/T not W/T and I suspect that means under training.

We've already worked out the NA, as the date is when his ship went down! :(
