FreeBMD shows his birth registration, Jun qtr 1908 Blackburn.  His birth certificate would tell you his mother's maiden name...

...but, even better, it's indexed with his birth reg on LancashireBMD: MACLELLAN.

The free index shows that there is more information than this: she was born in Kingarth, Buteshire.

The 1901 census shows a Katherine Mclellan, 22, with her mother Sarah Mclellan, 59, a shopkeeper at 1 Kerrycroy Village, Kingarth, Bute.

A free search on ScotlandsPeople generates one hit for a Wesley/Mclellan marriage in 1905.  Suggest it's worth your buying a few credits to look it up.
