The address on the 1911 census agrees with the immigration info of a sister.

1911 census Westfield House Jarrow On Tyne.

Hugh Robertson 56 Head. Theatre Proprietor.
Sarah Ann Robertson 55 Wife
Eliza Ann Robertson   35   Daughter
Rachel Hannah Robertson 27 Daughter
Douglas Forbes Robertson 20 Son
Ceilia McMullan 21 Servant
Lizzie Jane Jones 20 Servant

probate for a single Eliza A Robertson in 1951 makes no mention of brother John but mentions Wilfred. (Thomas)

They would be the administrators of the estate (granted probate) and not necessarily all of the beneficiaries. We'd need to see the actual will.
