In various censuses and lists, what exactly does an "office" mean when a person has a "house and office" or "house, office, and garden"?

An office is an outbuilding on a property (barn, piggery, stable, storeroom, etc.), also known as office housing. A garden is just what it says- a garden.
Griffith's Valuation is usually where you see the listings for house, offices, garden, etc. whereas the census records will give a breakdown of the various uses.
Picking this household at random-

this is the household return showing the occupants- Household Return (Form A)

the House and Building (Form B1) gives details on the dwelling house
