If the Arthur that went to Caversham was 13 in 1885 then yes it's a definite possibility.
The youngest child was an Arthur Albert MEAD born 22 Nov 1871.
And for what it's worth, BDM NZ Births doesn't have any other Arthurs of that name or age.

As I understand it...The Warrant found by KHP most likely won't tell you anything about Ernest's parents. It's more to do with the family he was fostered to once the Industrial school had given him some basic work skills.
The registering of info about the child's family didn't actually start until the Industrial Schools Act 1882 (or at least those are the only Registers to which we have access)

If you want to see Ernest's warrant you could start a new thread asking for a Wellington Archives look-up.
You'll want to include the following link...
