Robert MEAD married Elizabeth BALDWIN at Fremantle WA 1873. They had nine (9) children.

Eliza 1871, Anne 1874, William 1876, John 1878, Robert 1880, Aubrey 1883, Emoline 1885, Sydney 1888 and Florey 1893.

All were born around the Serpentine area.

There are no births registered under MEAD for Emma WEBLAND on the Pioneers Website?
SEE: http://www.bdm.dotag.wa.gov.au/_apps/pioneersindex/

Emma WEBLAND has no mention on the Index ???

It seems you have the wrong family for Frederick.

You may have seen these articles:

http://trove.nla.gov.au/ndp/del/article/83700061
http://trove.nla.gov.au/ndp/del/article/32403189 (I think his age here should be 55, not 75)

His attestation papers - he was discharged after 3 months.

You would need to establish a reliable age for Frederick.

"...who was said to be the only surviving member of the late Lord Forrest's party that explored north of the Eastern Goldfields..."

John FORREST was exploring in the early 1870s, so if this statement is true then Frederick was probably born much earlier than is stated on the other documents,  however it is equally possible that the age of '75' was written to corroborate the story.

Where does the name Emma WEBLAND come from?
