Suffolk Militia 1803

I found a man I`m researching in the list of names   under this article.
What does it mean, ? was he reluctant to join up.
At the time he would have been about 34 and the organist at the Church.

Men were selected by ballot. Those who did not join up themselves had to pay a substitute to serve in their place. If they did neither they were fined. Clergy were exempt, but that did not extend to the organist. It covered all males 16 to 45, reduced from 50.
