I don't understand why you would say this:

I know Liverpool has been messed with a lot over the years but there are plenty of buildings still standing which are 100 years old.

That building is certainly over 100 years old. 

      I raised the possibility that it may not be there because there has been much re-development in that area of the City over the last 30 years.
50 years ago  the slogan for Liverpool was "City of change and challenge"
Liverpool contains the biggest, the best, the first of its type,  of many architectural gems.

I don't think we have found any evidence that number 19 was a Cocoa Rooms.

Cathy mentioned earlier the Cocoa Rooms operated by the British Workman Public House Company. As Stan has said, that was at number 23 Ranelagh Street. There was also one at 8 Ranelagh Place.

That building, Numbers 21 & 23 was the former Santander Bank. Callled the Ranelagh Buildings on the 1891 Town Plan https://www.old-maps.co.uk/#/Map/334898/390235/13/100871

I have made a habit of looking for buildings tied to my family history in some way because the Liverpool 8 area where they lived has (annoyingly to me !) been ripped apart/redeveloped to such an extent.  I have found enough surviving places, however, in Liverpool and elsewhere,  to believe we always need to check.  I didn't expect to set off such a discussion.  Thank you all.

The Lobster Pot is a "Chippy" - a posh name for a chip shop - but never the less it is a chippy - about 12 ft wide and 60 ft long - but it has 3 floors ...
