Identification of Navy? Uniform

I am looking to identify the uniform in the photo, hoping that the person is my grandfather

At first glance  it looks like  merchant Navy.

Both interesting, i think Merchant nay badges still had a crown in them? The shipping line one is interesting. I wish i knew who it was for sure so i could research him to reveal the detail. It was in my nan's photos and has hand written andover, hants on the back. I was hoping it was my paternal grandfather who never married my nan.

He could have been a steward or a Purser  perhaps, as he  has no badges of rank on his sleeves.

I have looked at ships pursers/stewards and the shirt/tie arrangement looks similar too. The lack of other badges make me think non military too.

He could have been shore based employee   of a shipping line,  such as Cunard or White Star Line or P & O.

He could  have been on baggage check in desk  at Portsmouth or Southampton  for example.

Good evening,

He could have been a steward or a Purser  perhaps, as he  has no badges of rank on his sleeves.

He has a chief petty officers buttons on his cuffs. No collar badges because he is wearing an overcoat. Fouled anchor on cap badge so not MN but RN. Late 1800s I would say.

Only the shape of the badge is odd, I can't find one to match.
