children as servants?

In 1871 census Liverpool I have come  across a girl of 11 years classed, and apparently working as a servant. Was this common?

Yes,
SWMBO's grandmother became a nursery maid at the age of 12 although by that time she had to lie about her age and say that she was 14.

I've found the sibling of an ancestor aged 11 listed as "nurse" in the census - so I assume she was a sort of nurserymaid or similar.
Threlfall (Southport), Isherwood (lancs & Canada), Newbould + Topliss(Derby), Keating & Cummins (Ireland + lancs), Fisher, Strong& Casson (all Cumberland) & Downie & Bowie, Linlithgow area Scotland . Also interested in Leigh& Burrows,(Lancashire) Griffiths (Shropshire & lancs), Leaver (Lancs/Yorks) & Anderson(Cumberland and very elusive)

My great great grandmother was a servant in 1841 census at age 11,went on to live to 97.

I too have an 11 year old girl stated as being a "nurse" and a 12 year old girl's occupation as "pupil teacher".

Pupil teacher was part of the education system of Church schools, also the ragged schools and some others. Early education was not what it is now, even in the early 20th century children left school at 12 years of age.

The term in that context was for infants, not at eleven years of age. :D ;D
