This is invaluable. Where exactly are you finding this amazing info? I've scoured ancestry and UKCensusonline and have only found the 1851 census. :/

That may fit. I don't have a death location, just husband's name and the actual death date (5 August 1882).

Elizabeth wrote to my great-great grandfather, John Connell; he (John) married Ann(a) Hughes (of Anglesey; I have her family census information from 1851 and 1861) in 1877 and moved the US and had three sons, one being my great-grandfather (Thomas Connell).

Hi if the 1861 census year of birth for Jane is c 1820 Llangoed then their is a baptism 13th February 1820 Llangoed Father Thomas occ Mariner Mother Elizabeth abode Porto Bello, also a Catherine Williams 13th September 1808 same parents.

The problem I am having is IF these are the parents of all the Williams children in either Anglesey or Ireland, is that in all census returns I can locate Jane was b c 1820/1 not 1822, and Thomas looks to have been a Soldier?

1822 isn't a solid fact. Everything I've found fluctuates between 1820-1822. The fact that you found Jane O'Connell and Catherine in the same household in the 1851 census is proof enough for me.
