Please improve Constabulary image

This may be a difficult ask but is there anyway the newspaper image attached can be improved on. 
anything and everything to do with the village of Brithdir, near New Tredegar in Gwent.

I know this isn't good - but the photo is very poor as you know - and this is the best I can do without changing faces etc etc.

They remind me of a line up of Gilbert and Sullivan police from Pirates of Penzance.   ;D ;D 

 They aren't - are they??  Even the expression of they eyes looking around (from Peter's restoration) make me think that.

I've never seen the Pirates of Penzance, Wiggy, but while I was working on the picture the moustaches and the wandering eyes reminded me of something I couldn't quite pin down. Then I realised it was the Keystone Cops and Ben Turpin. In re-runs of course. ;D ;D

These guys are definitely the real deal - immaculately and uniformly turned out, uniform (and helmet) fitting perfectly, bulled boots, etc. Were it a theatrical group, the uniforms would not fit properly, and would likely be a mix-match of clothing (and of height/build), and it would be immediately apparent that they were not comfortable in the uniforms. These officers had likely got their best "bib and tucker" on for an inspection by HM Inspector of constabulary, and would have decided to pop along to the local photographer for a commemorative photo afterwards. This is how most group photos of police officers of the (late Victorian) era came about. No idea which force though - but there are folk around with wide knowledge of police uniforms/helmets/badges who could likely ID the force (if not known).
