I wonder if anyone can decipher these two occupations. Probably inside the G.W.R. Works.

Looks like Trimmer to me (both of them).
Researching among others:
Bartle, Bilton, Bingley, Campbell, Craven, Emmott, Harcourt, Hirst, Kellet(t), Kennedy,
Meaburn, Mennile/Meynell, Metcalf(e), Palliser, Robinson, Rutter, Shipley, Stow, Wilkinson

 Yes, I see both as 'Trimmer'.
 
 I think it's possibly something to do with upholstery (train seats?)

He is a trimmer on the 1891 census, but what he trimmed I do not know ;)

Railway works did not just produce engines, they made everything, door handles,seats oil lamps wagons coaches etc etc.

Possibly (from Dictionary of Occupational Terms)

trimmer, leather (railway coaches)
trims padded leather work in railway coaches; cuts and trims leather straps, etc., by hand, with hand tools; sometimes also cuts out leather for use in making railway cushions, and assists saddler (344) or upholsterer q.v.

Nowadays the Trimmers have very little in the way of leatherwork, refurb' work incl' re-covering coach seats, laying carpets & lino, all done by the Trimmers.
