I would say no! As well as the lips,the girl in the top photo looks to have slightly buck teeth..

I'm having second thoughts now, looking at the clothes, the top one is late 1890s and the second one is Edwardian which means at the most, there is roughly ten years between the two photos and that could be less, which leaves room for doubt  :-\ There is, however a very strong resemblance between the two.

I think it's the same lady, and this is how she changed over the - 15 or so? - years. :D
