Another one to enhance please

Hi,

I wonder if this can be enhanced, would do it myself but dont go on a photoshop course until Sept.

I've had a quick go at this one, but the difference in contrast between different parts of the picture is a headache. And the scan lines on the boys legs is almost impossible to get rid off and still maintain the picture. I could have painted over in a block of colour, but I prefer my pictures to look more natural.
