?  There are some Prison Records for a George COX on the Gloucestershire Genelogical Database and include :

George COX, 7 May 1837 aged 21, of St Briavels, Labourer 

George, labourer, from St Briavels, stole a Wheelbarrow from Tidenham - and was sentenced to 4 Calendar Months at Lawfords Gate, 3 weeks of which where in solitude. 
Dark brown hair, dark hazel eyes, round visage, common complextion, no marks etc. height: 5 feet 3 and a half inches.

George COX 16 February 1841, aged 22 - of St Briavels (Where Emma COX was christened 5 September 1841)

Again more info on Ancestry, he was given 5 months on the 3 March 1841, and he was from St Briavels, stole, a goose and fowls - description seems the same, ie. dark eyes etc. 5' 3inches

So he would be in Prison on the 1841 census, usually census don't give the christian name

13 October 1850 at Clearwell, Mary Ann Eliza (Illegitimate)- mother Ann Matilda - residence: Clearwell

10 September 1848 at Clearwell, Harriet - who was Illegitimate - Mother: Matilda

11 March 1855, Edward (Edwin above) - 11 March 1855 - illegitimate -  Mother: Matilda

Fanny christened at St Briavels, 16 December 1858, Matilda Ann & George (labourer) - residence, The Lower Meene 

Fanny was christened again at Clearwell 9 April 1873 (with this comment, said to be born Dec 10 1859)

Elizabeth COX, christened, 28 February 1859,  (1856 written in column) at St Briavels, parents: George % Matilda Ann, residence, The Lower Meene
