Who are the actual parents of Doris Joyce Cox Tranter?

I have come across Doris Joyce Cox Tranter born around 1909 (April-May-June Quarter) under Stourbridge, Vol 6c page 134 but cannot find her on Search the GRO Online Index, using the surname Cox or Tranter...

On the 1911 Census 2 years old Doris Joyce Cox Tranter appears as the step-daughter of Mary Anne Tate, which would mean she's the daughter of Herbert John Cox and Mum Tranter ? So who was Mum Tranter?

I have Herbert John Cox married to Mary Ann Tate (1869 - 1914) in 1896 (April-May-June Quarter). Mary Ann Cox died on 27 July 1914 and is buried at St Peter's Cemetery.

Herbert John Cox married again to Annie Tate (1869 - ?) in 1916 (July-August-Sept Quarter)

Herbert John Cox died 5 March 1960.

They lived at Holloway House, Drews Holloway, Cradley, which was demolished around 1966.
