Marine engineers, 19th century, second half

I have found a number of relatives described in censuses and BDM registers as Marine Engineer.  A few I have found were at sea, but others do not seem to appear in survivng MN records.  Could the term apply to shore-based engineers, such as in ship repairing?

Not just ship repairing, but ship designing and ship building required marine engineers as well.
