I found this article about a bike festival in 1900 saying that bike festivals were held for the fall of mafeking and continued until Ww1.  Not so sure if that might help your research

I followed your link - interesting, as a result I googled a bit more and found an Alarmy stock picture of another chap with a similarly decorated bicycle wearing a very similar costume the photograph was printed by Glass and son from a fete or carnival in Barking East London date given as circa 1910 - 1920. Both sides of my family were living in East London at that time however one side was closer to Barking.
