US social security and railroad pension

On that US railroad thing, there is Oct 37 written as note.  Retirement date?  If he did move to Canada after retiring, he won't be on the US 1940...  Gah! 
I wish we knew where in the USA, so we could look at directories.

I don't think it's him.
The fellow in the grave has a wife Ellen, and several other Mansell's are in that cemetery.
They are in the 1921 Canada census.
( I suppose it still could be them, if he wasn't working for the railway yet, as his occupation is "grain fruit" (whatever that is!)
