Scotland's People duplicate ref numbers

Am I right in assuming that two apparently different children (same christian name, YOB and POB but different surnames) who have the same reference no. on Scotland's People (statutory register of births) are actually the same child - just recorded under both the mother's surname and the father's surname? Perhaps the parents were unmarried at the time?

yes what you have described is the way a child of unmarried parents is recorded in the index
