There are some US voter's list records on Family Search, this one has an image, not too helpful but you get confirmation of age, occ. and country of birth.

There are possible arrivals, one in particular has a John Heard, age 35 [a bit out] arrival 1882.

This one consistently claims arrival 1878, just to exclude him

Hi everyone, sorry just got online.  Parents are John Heard (1809) born, Pancrasweek, Devon and Anne Rudd (1809) born Tawstock, Devon.  So the marriage above is the parents. He was baptised on 26/03/1854, Barnstaple, Devon. He is Cellarman on the 1881 Census, living with parents at 7, Rackfield Passage, Barnstaple, Devon, England.  The elder sister Susanna married Joshua Taylor and one of the children of that marriage JF Taylor was a professional golfer and he moved to Surrey.  But I have failed to find him there!
