Clearly, "momentaneamente" should not be translated as "momentarily."  The site is still not operating.  Why don't you try writing to the Uruguayan embassy to get an address for the office in Montevideo so you can communicate with them by mail.  I'm sure if you write to their registry office they will have someone who can eal with a request in English

The site is still out of service.  Uruguay must be nearly as discombobulated as Ecuador.
