Ruth Ewing Melvin Fleming 1882?-1967

I am not sure if this the lady I am trying to find as I can only see two possible records pertaining to her and thus have no idea if Fleming is a married name -  or anything in fact about her origins.

The definite record I have found for her is in the Probate Index, saying she was living Wellington House, 47 Wellington Road, Bournemouth when she died 26 August 1967 - executor is a bank so no relative etc to look for. The GRO death index says born c1884.
The only other record would seem to be the 1939 Register and that she is the Ruth E M Fleming, born 17/2/1882, status single,  and living in a hotel, guest house or whatever  in Torquay, Devon -unfortunately the copy of the page is poor to read in places, especially for some addresses.

I have simply been unable to find any definite reference to her before 1939 despite using combinations of her various names (also wondering if she was American and one of the names was a previous name)  I would be grateful for any thoughts or ideas on how it might be possible to continue the search - if at all!

FamilySearch has on the 1900 US Census in Dayton Township, Illinois:

William Fleming, head, 50, born Illinois
Mary P Fleming, wife, 40, born Iowa
Ruth E Fleming, daughter, 16, born March 1884 Iowa
and other children: Robert M - 12, Anna M - 12, Allen - 8, Mac W - 4, Floyd - 2 (all born in Illinois).

No guarantees that this is her, but I wonder if the initial M for two of the siblings might be Melvin.  It could be worth checking further, although the birth month and year are doubtful..

Middle initials not all correct but is this possibe ????

There is a 1901 census entry in Bedford for a Ruth E E Fleming born in 1882 Sri Lanka Ceylon  - Ruth was a patient.

A UK incoming passenger list with a Ruth Fleming born 1882 and aged 15 years - Brazits River Plate to Southampton on the Nile arriving July 1896 -  ???

She looks likely to be linked to a Henrietta M. T? Fleming born 10.10.1886.

Possibly also an Elizabeth J. O. Mortimer born 11.02.1883 who may be a sister née Fleming.
