Late birth registration

I have just found one of my 'persons of interest' who was born on 21.June 1914 but his birth not registered until 28 Sept 1927 with a note under the 'when registered' column of his birth certificate 'on the authority of the register general'.

My question - why was he 13 when the birth was registered? what would have triggered the late registration?

Cecil Edmund Bloom 1927 Sept 04a 1503 Hartismere.

Check when the parents married, it will be a re- registration under the Legitimacy Act (1926)..... you will find an original registration under his mother's name in 1914.

Thankyou AntonyMMM, your answer is spot on. I have found both my Cecil and his twin Horace registered twice. One keeps on learning.
