COMPLETE: Name on 1911 Census Summary Book but Unable to Locate Census Return

I am trying to locate a Mr Alfred John Tugwell living at Cheam House, Cromwell Terrace, Scarborough.
He was born in Lambeth, London in 1831.
He married a Mary Wells.

I have found him on a number of Census Records but not located him on the 1911 Census, although he is shown up on the 1911 Census Summary Book.

Is there an explanation of why he is missing?

There is an Alfred John Tugwell aged 80 Hairdresser born London and wife Mary aged 77 down as Visitors in the household of Susannah Maria Hudson aged 62 in Newton, Chester. Is this your man?

We aren't allowed to do full 1911 look-ups, but I can tell you that there is no person of that name living at Cheam House, Scarborough

Presumably the summary books show the usual occupier of the house, who, in this instance, happened to be away on holiday!

If you're using Ancestry, try searching for him as INGWELL.

Thank you all for your suggestions.
After checking the details, it appears that he was a visitor to his sister in Chester.
He had left his daughter and niece in their house in Scarborough and therefore was missing from that house census.
