Can anyone help decipher middle line of this record please?

'Promoted  Cpl (corporal)  [Regt' (Regimental') police]

I think Corporal - but  . . . . .  could be colonel - maybe ?
- I think Cpl.   :-\  You will know by other records.

 That is exactly how I read it....BUT....does not figure with the records and behaviour of this character!!
No other hand writing that matches that on the card.
Could it be... demoted.... under Regimental police?  would be very fitting.
I googled these two corporal & regimental and find regimental is the higher ranking.  This guy had a shady past that continued through out his life.

Sometimes a bigger snip assists in getting the context.   ;)

I agree with Wiggy's rendition.  "Demoted" would mean that he would have previously been promoted.

Don't discount a promotion because of a "shady past".  My late father started his military career with a year in military prison for theft, had several incidents of drunkenness and being AWOL, but rose from Private to Staff Sergeant!

Well this guy was in goal before he signed up and signed a stated on a stat dec saying he had never been in trouble or to goal.
he even signed up under two different names, tried to claim medals for service he never did.
